Default toy steering wheel

My wife made this toy steering wheel for our son to hold in the car. She bought the small wood circles at a craft store, but she cut the large circle (and slots) out of baltic birch plywood using the EZ Super Smart Router Kit.

Any chance she (or you) would be willing to post a brief 'tutorial' describing how she did it? Might be helpful to many of us....
